[Civil flags](https://en.wikipedia.org/wiki/Civil_flag) generally omit the country seal and are meant for non governmental or non military use. You can see a good example in the case of Peru in the linked Wikipedia article. Given Liberland's ideology (right Libertarian) this would seem like the more appropriate flag.
