I think that Belle was inprsoned in storybrook because she rememebers. Belle killed herself, rememeber? And because rumple made the curse, he could probobly bring her back in storybrook, but the curse may not apply to her in the same way as the others (memery loss, ect) becasue she was technechally dead in the fairy tale world. That's my theory, anyway!
But you have to keep in mind that, everytime Regina opens her mouth, 50% of what she says is lies and the other 50% is not the truth.
I really doubt Belle killed herself. That would be OOC. And anyway, I truly believe that people who are dead in FTL don't get a Storybrooke counterpart. Belle was probably imprisoned by the Queen in FTL, and when the curse hit, she still was imprisoned (just like Graham was "without a heart" in FTL, and kept being without a heart in Storybrooke).
Now, I don't know if Belle remembers. It's possible, but personally I don't think so. I don't see any reason why she wouldn't be affected by the curse. There's a reason why Regina remembers (she was the one who cast it) and a reason why Gold remembers (he created it), but Belle? I think she has cursed memories like everyone else.
