knows martial arts and how to ride a horse; immortal and highly learned; soft spoken wife guy. ...crime lord who has an international army of mercenaries and started training his son to be an assassin before he turned ten. tried to unleash an ancient evil b/c it said it was his dead wife.

Hannibal Lecter styles himself after a modern high society gentleman, with sophisticated tastes in music, art, entertainment, and food. It's just too bad that food includes so many human ingredients. Oh, well... at least his taste in art carries over to the way he arranges his victims.

Elijah Propaganda

He is a thousand year old vampire who has murdered lots of people, but he’s always polite when and is wearing a formal suit for the period he’s in. Can’t say his source material media is good but it is fun and it’s really fun to watch him eating people and ripping out hearts in his suit and then pulling a handkerchief to clean off

Toffee Propaganda

He kidnaps a guy and tries to make him comfortable (puts him in a comfy chair, offers him a sandwich, that kind of thing). When the main character arrives to save said guy, Toffee would rather negotiate than fight. However, later on, he does attempt to, and almost succeeds, at killing the main character in front of her own mother. Before this he tricks and possesses the original villain of the story in order to enact his plan. Also he wears a suit and tie.

Skulduggery Propaganda

Skulduggery Pleasant is a skeleton mage who wears a suit and drives a Bentley. While he is not strictly evil at the time of the series, he was at previously one of the important historical evil lords. Now, he's a smug bastard, a horrible mentor to his teenage apprentice, and has spent the entire series wanted for crimes against the mostly decent wizard government. He's also in my opinion kinda responsible for his apprentice growing up to kinda sorta (its complicated) be another dark lord. PS: He was called skulduggery before he was a skeleton. His skull also belongs to somebody else.  PPS: In his defense, the most evil characters in the series all have names like "Vengeous", "The Torment", "Nefarian" so he's kinda doing alright on atleast one count.

Ghost Propaganda

His name and description are Gentleman Ghost, he is a Gentleman, and he is a Ghost. He has stolen souls and other nefarious deeds, i mainly know him from the batman the brave and the bold cartoon which i havent seen in years so i cant find a synopsis on what exactly it is he did but it was indeed vile and even nefarious
