Sorry, you're ask is worded in a way where I can't tell which one you're referring to but I'm gonna go with the latter and you can correct me if I'm wrong XD

Technically yes you'd be right, Gwen isn't able to have kids, but only while she's in the relationship with Mewtwo. If she was with someone else then that would be different, cause Gwen isn't infertile like 'Two. She's physically capable of having offspring. But since she's with Mewtwo, even though she is able, Mewtwo can't...provide her with the "necessities" to have kids so to speak.
