Honestly, that one annoys me too, but the biggest issue is that regular Tyranitar is...almost always better.  Assault Vest Tyranitar has better bulk, Choice Band has better offensive presence, and it has the same ability.  It’s one of the biggest reasons that I think Megas should try to do something distinct from the base form, because otherwise you get stuff like this happening, where the mega isn’t necessarily worth taking up the mega slot and using the item for that Pokemon.
