My own rough, tentative translation follows:
Number Nineteen: The Kōdō Hall of Reiyūzan Gyōganji Temple (Tendai School) within the Capital, Yamashiro Province
Takeyamachi Neighborhood, Teramachi Avenue, Nakagyō Ward, Kyoto
A hymn for Thousand-Armed Kannon:
Seeing this flower, My fervent wish now is that All the different Flora within the garden Of Leather Hall may flourish

The entrance of Gyoganji Temple Isumi, Chiba prefecture. Inside you will be able to see the wood carvings of Takeshi Ihachi Nobuyoshi aka "Nami no Ihachi",.
