Harbor Blvd. FINALLY being resurfaced

Harbor Boulevard is being resurfaced with a 1″ cap from W. 5th Street down to Channel Islands Blvd. in Oxnard this week (it looked thicker). Estimated life is five+ years and we are told that the cost per year is the same as a more extensive repaving, given the starting road condition. Failure to maintain the surface may also lead to more rapid sub-surface deterioration.
The poor surface condition of Harbor Boulevard has been a point of contention for a long time for local residents, regular harbor users and businesses. Not only is this one of the premier residential areas in town, but it’s also a gateway to the lower harbor, recreation and businesses. First impressions are important. Residents have long clamored to make street work in Oxnard a priority. But, funds were limited and even higher priorities held it up. The City Council set the overall priorities and City Manager Greg Nyhoff and the Streets Dept. planned and are executing a wider streets program.

Harbor Boulevard’s turn came up late last Fall, but it turned out that the plan was to only do two of the four lanes. After some complaining, priorities were juggled, the money was found and work was scheduled for Winter. But when the time came around, it was too cold to guarantee a good job. It seems that the particular materials and process chosen require 60+ degree F. weather for optimal results. But, the recent heat wave made it possible to forge ahead this week. On the way to City Hall on Tuesday, I saw equipment and men out in full force doing the Southbound lanes. I LOVE the smell of hot asphalt in the afternoon!

Just looking around town, it appears that the City is gaining ground in the overall resurfacing program, but there’s a long way and a lot of money to go. Previous CitizensJournal.us City Council reports have addressed the streets program, which is big, expensive and draws funding from multiple sources.
