The construction of Vivec's cantons must have required a large workforce and since it predates Pelagiad, where were all those workers housed for the time it took to complete the city? Balmora is further up north, the waterways make the path to Suran not much shorter and on the other side there is just the small Seyda Neen. Why not set up temporary barracks a walking distance from the construction site? After the city was finished, nobody would've wanted anything to do with those flimsy huts and they were left to disintegrate, out of sight and out of mind. Vivec was largely closed to foreigners and eventually the travelers started taking interest in a cheaper lodging option than the pretty pricey inn at the foreign quarter. Hashuts (a former construction worker) indeed does have huts to rent not far from the city, locked and renovated. There is always room and he always asks a reasonable price. Based on the name, some travelers expect to meet a Dunmer when they go looking for him.
