So, when I made a post earlier contemplating what part of body they took from Tempy over here, I initially considered going with an organ that's not handicapping him too much. I didn't consider one of his eyes as a possibility because the organ/body part that was taken from him never comes up in the game, and I thought a missing eye would come up if that was the case.
But given the knowledge that everyone on 'the Station' has lost an organ or a bodypart (or both), and Tempest's profile being the one Reach progressed just on the day they met already, it's not something Reach would have asked about. Because it's already obvious to them. And if Tempest is both, casual but also somewhat ashamed about it, it's not something he would bring up just by himself if it's not pointed out.
(once someone asks though, he will explain the reason for his missing right eye in graphic detail and will rant on about how his actual parents were shits and they along with the Corp can burn in hell for all he cares)
I think talking about their losses is generally not something the people at 'the Station' do. The only reason Veronica told Reach about her missing larynx is because they asked about her voice. She wouldn't have brought it up by herself otherwise, especially since she rather cares for others while pushing her own problems and hardships aside. And I think Tempest just operates in a similar way. He rather gets emotional on behalf of others than for himself. But in Tempest's case, he got thrown over the wall when he was still a kid and lost the only person who's been somewhat of a parental figure to him, he holds a LOT of anger and resentment that emerges every now and then.
That said, I am not going back to edit old replies of Tempest, and going forward, not much is going to change either. He does have a cheap implant that the Doc gave him. It has a different shade of blue than his healthy left eye. If someone checks him out, they will quickly notice that his right eye doesn't move and looks different. Even if someone looks at him just briefly, they will notice something being kinda off with his right eye.
But, he can still close his right eye and wink at people, no changes there as far as narration goes. I may throw in mentions of 'the right eye not moving' or 'having a different blue' if I feel like it may be relevant. Unless someone directly asks him about the eye, he won't bring it up.
