FINALLY I CAN SPEW MY IDEAS!
OK so I mentioned this before in a previous post, but my ideas and personal HC for Volo are as follows.
Volo is the reason the Celestican people are no longer around. His desperation attempt to get Arceus' attention VIA Giratina didn't actually work and instead NOPED his entire race and culture into non-existence. A fact that haunts him every waking moment of his life.
He is severely scarred on his covered eye, and covers it to avoid being asked WHY. (Giratina clawed it when being forced out of the Mirror Realm)
The Spooky Plate is the origin if his insanity, as no being other than Arceus is supposed to hold that much raw power, and for so long. The exposure to it was minimal at first, hence why he was seemingly unaffected for so long; but as the story progresses, prolonged exposure to it, and using it with Giratina, causes him to break (that and add all of his trauma it was a surprise he lasted as long as he did)
Volo is multilingual, speaking Celeste (A modified Latin I HC and his birth language. He uses this one to talk to himself or insult people), Hisu (Japanese- Hisui's new settlers' language), Galarish (English-Learned it while traveling abroad in Galar), and bits of the Paldean language... although he never stayed there long enough to pick it up fully.
I have... SO MANY MORE... but there are too many to just infodump on the first few visitors I have LOL. If you have anything specific you want to know about though, I have Pre, during, and Post Legends Arceus events Volo ideas to divulge!
