Is it hard for people to learn social cues even after being in a specific country for going on five years???

I ask this because there’s some international students at my school that have no idea what head nodding means.

They just ask you the same question over and over again despite you shaking your head over and over.

Is it THAT HARD? It’s the most basic thing you can learn.
