It was rare that they could not send a letter out to a child clearly magical. In this case one of those rare mistakes had happened years ago. By now he was old enough to not be able to go to Hogwarts traditionally. That however did not stop Albus Dumbledore. This child had the right to choose what he wanted to do in his life, if he wanted to learn magic or not. And so he personally apparated in front of Max Bennetts house and rang the doorbell.
