Resident Evil 6 x Resident Evil Requiem - Tall Oaks Incident References.
In Resident Evil Requiem, shortly after Leon arrives at the RPD, there's a cutscene with a conversation between Zeno and Grace. In this conversation, Zeno reveals Grace's importance to the bombing of Raccoon City. At one point in the conversation, Zeno references the Tall Oaks Incident from Resident Evil 6.
1 - Zeno claims that one of the US presidents was assassinated while trying to investigate the Raccoon City Incident. The president mentioned is Adam Benford from Resident Evil 6.
His assassination was planned by Derek C. Simmons, a friend of Adam and president of The Family, after Adam showed interest in revealing the truth about the government's involvement in the Raccoon City Incident.
To prevent the truth from being exposed to the whole world, Simmons coerced and manipulated the Secret Service agent Helena Harper into weakening the president's security so that he could be silenced before his speech at Tall Oaks University. Otherwise, Simmons would kill Helena's sister, Deborah Harper.
Despite Helena's efforts to prevent both things from happening, Simmons' plan succeeded. President Adam was infected with a sample of the C-Virus, leading Leon to neutralize him to save Helena's life. The plan also resulted in the contamination of the entire city of Tall Oaks and the death of Deborah Harper.
By order of Simmons, Leon and Helena were placed at the top of the suspect list for the "murder," and both had to fight to the end to prove their innocence.
This incident is mentioned again in Grace's report on The Truth Behind Raccoon City.
2 - In the same conversation, Zeno shows several photos of children used as experiments to recreate Elpis. In one of the photos, the date 06/25/2013 is visible. This photo was taken 4 days before the Tall Oaks Incident, which occurred on 06/29/2013, the same day as Deborah Harper's death, as can be seen on her tombstone.
Considering one of the files confiscated in ARK, where The Family is mentioned, it's very possible that Simmons had knowledge of Elpis.
