Hmmm… interesting question.
The main villain of Taiyo Sentai Sun Vulcan is named Hell Saturn, ruler of a Mechanical Empire, and this guy is so checked out, I would genuinely not be surprised if he approved an episode's scheme in the above fashion. All he does is approve plans and get angry, but he's still the best villain in the show.
