The problem is that there aren't a lot of cyber jedis in the world. We focus on technicians because we know how to create them ... and do so in relatively short order. We can't train up broader minded policy/technical experts at nearly the pace we need. In this our domain is not any different than others -- it takes the army 20 years to make a General, who is a general officer precisely because they have tried (and usually succeeded) in creating a wise generalist. Our field has no such pathway to leadership.
