i mean i assume the reason why he's bald on the rest of his scalp is because when he first got his scar, his hair burnt and the doctors had to cut most of the hair around it to treat it. i think hair might be a sign of status in the fire nation and in an attempt to cling to his prince status while banished, never cut the ponytail off even though they shaved around the side of his head. (and tbh hair might of grown in bald patches around there for awhile too) anyways he's valid smh
