Hiderō (ヒデロウ)

A Team Great Rocket member and leader of the Fire Fort. 

When fighting Hiderō, all Fire Pokémon have their Weakness to Water ignored.

He’ll award the player with one pack each of Team Rocket’s Ambition and We Are Team Rocket, as all as the GR Fire Coin (aka the Magmar Coin). If the player also has the GR Water Coin, they will be allowed to enter the GR Fighting Fort.

Strategy Hiderō is a bit of a jerk. The “restriction” is less of that and more of an outright benefit for him. You’ll have to rely on other strategies rather than just brute-forcing your way through.

Dark Charmeleon and Dark Ninetales both have attacks with huge damage potential, but thankfully they have low HP to compensate. Rapidash and Magmar lv. 31 have Agility and Smokescreen respectively to avoid your attacks and effects.

Energy removal and status effects are good tactics to consider. A Haymaker deck wouldn’t be bad, either, seeing as a majority of Hiderō’s Basic Pokémon have low HP. Cards like Lass that can restrict his Trainer use will also give you an edge, since Hiderō has a handful of Trainers that can fill up his hand.

Assuming the game doesn’t outright remove Hiderō’s cards’ Weaknesses, you can use Porygon lv. 12 to change their Weaknesses to something other than Water, allowing you to bypass the “restriction”.
