They didn't declare war on us. They said our actions in South Korea for the annual war games is enough to be viewed as declaring war on North Korea. Which happens alot. They declare war way too often. For example, when the Interview came out and North Korea didn't want the movie to air, they said there would be war over it. It was released and things were fine. The article was worded in such a way to make it seem like "We're at war!" when we're not really. And people spread misinfo about it.
