It’s not the Temple Guards duty to judge others feelings, only their actions.
Of course feelings can lead actions undeniably and if those actions are a direct threat to the temple they act.
But until they become a threat to the temple they do not judge them. They do not scorn or condemn, they don’t encourage or offer counterpoints.
That said their lack of response, the lack of support or condemnation has never stopped younglings, initiates, Padawans, knights or even masters from sharing their problems or feelings. Like the Guards silence is more a comfort then anything to their confessions.
Nights they’ve caught a runaway Padawan who returned the next night to confess why they tried to sneak out.
Nights they’ve broken up young adults being young and they’ve just stayed and talked or argued in front of the guards to cool down or pretend the esteemed Temple Guards of the Jedi order are referees to domestic squabbles
Temple guard reports are also very clinical, tasks and routes, minor note of discrepancy on route, no further detail unless further action required on base of threat. So no what is said in the shadows is written into existence.
Secrets always have a way of coming out, but never from the Guard.
So telling someone who can never speak it seems like a common and good first step to practise saying it outloud.
However Cin Drallig wins over 48% the bets on temple gossip so maybe some of the secrets come from the guard but even they refuse to tell Mace Windu what Padawan has a crush on another
