Do you think they intended for Diana to just be "a female voice" to balance out the masculinity in the game, and then she got saved and fully fleshed out by the trilogy,
Or they always planned big for her, but were limited by the 2000s™️?
Either way I'm so happy with what we have today, one of the best designed characters in the world. ♥️

I’d argue that Diana was well developed by Blood Money, rather than being saved by the trilogy. She’s been described by Michael Vogt as being the main character for a long time.
In terms of her design, hiding her face was a representation of both her mystery and the mystery of the ICA. Even though 47 could see her face, she was hidden from player view in Contracts and Blood Money, symbolic of the part she plays as puppet master in the shadows. As the ICA itself has steadily become more of a factor in the games, so too have players been allowed to see more of Diana, particularly in her role as an antagonist for the ICA by choosing loyalty to 47 over the agency.
