Is there any situation where Act of Treason and Threaten behave differently? I would think the order of {control, untap} wouldn't change anything, since you can't even check state-based effects between.
Yep.
Who controls the Inspired trigger of the permanent is a pretty big difference. Act of Treason will give it you, while Threaten will give it to the original controller.
