Makkah is from the Makkah Royal Clock Tower Hotel and Horolo is from horology, the science/art of making timepieces.

Your edit to it gives it more of an M shape that does help it fit the Cerulean sign language, so I think it’ll work... Though you may want to add an arrow to one of the hands!

Lusus: a tortoise with two large tusks
Is the tortoise because tortoises can live a long time? Hmmm. I’m almost tempted to say like... Rabbit Tortoise instead of tusked tortoise, both as a reference to the White Rabbit because haha clocks but also bc the Tortoise & The Hare, a story about slowfast.
Personality: He’s pretty grumpy and prefers to stay in his clocktower but he does have a softer side that he shows to his flushcrush and lusus. He’s always willing to help his flushcrush with anything she need, but more often than not it turns out horribly. (like getting half his face blown off while trying to help her smith a weapon). I’d describe him as a bit of a tsundere to his friends, acting like they’re a bother but helping them in very little ways. He’s pretty hostile to the trolls in his flushcrushes quadrants and frequently tries to fight her moirail in hopes she’ll auspitise them. He’s very serious and dedicated to his work in the clocktower despite the fact no one else really cares about it. He spends most of his freetime maintaining it and is hardworking.

What specifics of history? History is vague, so you definitely want to be more specific. Interdimensional conflict history? Colonial history? War history? Social history? Migratory history?

See, since he likes timekeeping and actively maintains a clocktower instead of destroying it, I don’t think he’d be a prince of time. He’s not out here Destroying time. If anything, he may be like a... Mage of Time? Witch of Time? Maid of Time? Something in the active creating/changing/knowing area.
Land: i’m having a really difficult time choosing his
Land of Signals and Seasons is what I’m feeling. Signals is a reference to Dr. Who’s sonic screwdriver, and Seasons is obviously a reference to the passage of time, but I’m also specifically thinking of like.... a Fran Bow situation where there’s a Season Clock that can be changed to determine the temperature and particular parts of the quest can only be accomplished during spring/summer/fall/winter, etc).
Dream planet: derse
Beef up his rebelliousness and worry about the past/future to really cement this!
As for design I honestly think he looks perfect, aside from the arrow recommendation.
