Yes, you can.

A legendary sorcery is a historic spell, and so Raff Capashen’s ability will allow you to cast it as though it had flash. Lucky for you, Raff is also a legendary creature which gets you around the casting requirement for the legendary sorceries too.

Hi, for the new card Deadeye Tracker, can I activate its ability to have it explore, even if no opponent has two or more cards in their graveyard, or do there need to be valid targets for the first half to activate the ability? Thanks!

No.

Deadeye Tracker’s ability targets two cards in a single opponent’s graveyard. If there aren’t two cards in an opponent’s graveyard, then there aren’t enough legal targets to activate the ability and so it can’t be activated.
