He tries to protect Levi from those deemed ‘unworthy’, and when they finally prove that they have full trust in him and Levi, he allows them to see Levi. Cuz like, there are so many mentions of guardians, they’ve gotta be involved somehow

whether or not Hummer is aware of this is up to interpretation
