"Tens of thousands of fans can block off the highway for FIFA"
If you don't get injured (welcome to American healthcare costs) or arrested (welcome to American legal costs), you're going to get sued for blocking off a key continental trade route. It's I-95. Don't be stupid.
In addition to all the stuff I said elsewhere about your safety? It's a high-volume interstate highway. It's THE east coast corridor. They are not going to stop a continental trade route running from Florida to the Trans-Canada Highway.
There is not a sports event in the world important enough to block off I-95. If you are not a natural disaster or a collapsing overpass, it stays open.
