I didn't mean to be exclusive or narrow with the word "citizen." You asked what Harry could possibly be thinking waving both flags together. A few comments suggested maybe he just isn't thinking, certainly possible. I was suggesting that, perhaps when he waves both together (rather than the pride flags alone, which he seems to do at every show) his thinking is that it shows support for people in those countries in particular who the pride flag also represents.
Hi Anon - I thought you probably didn't mean anything by citizen (I don't know where you're from or what your first language is - and words have very different meaning in different contexts). But it is a very live issue in the UK at the moment. The government has been targetting people who came from the Carribean as citizens of the empire, illegally harassing, detaining and deporting them, and denying that they are now citizens of Britain. I think it's very important not to equate citizenship as being from a particular place.I do agree that 'I see all of you, but particularly those of you who aren't straight' is as good an explanation as we're likely to get of what Harry is doing.

Can't believe the riots in Belfast. You still have the right to fly your flags from your homes and on your streets, the flag flying from city hall really doesn't make a difference. Fuck the flag
