Chill out and downtempo are somehow used synonymously, though we shouldn't be surprised over this. Check James Blake's soundscapes to hear what I mean. For instance, you can call slot his tune on your ordinary Buddha Bar compilations and I feel no one would bat an eye. However, I sincerely doubt he would consider himself to be a member of this brand, but he's not the only one who can be seen as a part of an increasingly varied set of players that tend to blur the lines between the chill out and the downtempo. To be honest, I am not completely sure you can delineate both of these two genres into their own near categories, because they can sound similar to one another. Nonetheless, I would claim downtempo favours more experimental approaches, yet even that remains debatable.
