BF4 could've had so many good ideas to make Commander interesting, but instead they repackaged old Battlefield franchise ideas into nerfs.
Even if they made the cruise missile actively guided, it would remain balanced by its ridiculous cooldown timer.
Could've had the commander be able to deploy base elements or fixed turrets, airdrop in minefields, airdrop in a spawnpoint that the enemy would be able to see and then go destroy.. But nope!
I understand why they did it since they didn't want a commander to destroy the players, and they did put a lot of powerful tools in the hands of players, but at the cost of making commanding extremely detached.
They took things that weren't even overpowered, like infantry/vehicle scans, and essentially turned them into really weak snowball mechanics.
Gosh, how would you balance powerful commander toys anyway? Make them give an enemy commander a cooldown accelerator, like in Titanfall, for destroying them. Ground forces would have to spot them and would be better than a commander calling in airstrikes against those elements.
Also. Naval Strike came out. Probably going to try that out since there's a brand new game mode... or rather, a re-imagining of 2142 Titan mode.
They could have looked at Natural Selection 1, and BF2 mod "Project Reality" and looked at how they married the commander directly to the rest of the players on the ground.
Both of them have commander deployables that work better if players 'build' them vs allowing them to gradually auto-deploy.
