From what I can tell, the train appears to people who need help dealing with their issues. True, it’s dangerous, frightening at times even, but the train is designed to push people towards solving their problems, not running from them. That’s what the number means; if you have a high number, you have more stuff to work through (and those poor people with six-digit numbers have some SHIT to get into, jesus). The train lets you off once you’ve reached...ha. Your destination. Your destination was always peace of mind. That station, that state of being, is what the train carries you towards.
The train refused to create a car for Amelia because there’s no peace to be found in a fake world with fake people. It wouldn’t have been Ulrick, if a fake Ulrick could have been made at all. The only way move forward with your life, Amelia, is to deal with the loss you’ve felt. That doesn’t mean hiding from it, or stepping past it--you’ve got to work through it and come to the point where you accept it before you can heal.
She’s wasted decades of her life trying desperately to cling to the past. I wonder what her future is going to look like.
