Tumblr Surfaces Insert Icons On the Web Dashboard’s compose form, Tumblr dropped the “little plus sign button.” When clicked, that plus sign led to five icons to add an image, video, GIF, horizontal rule and read more break. Instead, the insert icons now float on the right of the text area. (At least that’s what I’m seeing on four separate Tumblr accounts.) As soon as you type in the text area, the insert icons are hidden. Just press the enter key — making a new paragraph — to bring back the insert icons.

So I don't know if anyone knows the answer to this but is it possible to insert a picture on my computer into a comment on a post? Not a gif just a personal picture of mine.
I can't for the life of me figure out how to add pictures to things. Ugh.
Remember the "insert photo from URL" icon? Tumblr switched to the "add photo from web" globe icon in its posting forms update. So if you only have the image URL handy, here's how make that URL become an image in Tumblr posts.
Before you spin that URL into image gold, be sure you can legally use the image. If you didn't make the image, look for Creative Commons licenses that allow sharing, be sure a legal exception — such as fair use— applies, or get permission from the creator.
If you're creating a photo post on the Desktop Dashboard, select the globe option to add a photo from the web. To insert even more photos from URLs, hold down the alt/option key to reveal the globe icon on the "Add another" option. Click the globe icon to enter the image URL.
For other post types, you still can "insert photo from URL." When creating your post, just paste the image URL into the text area. Tumblr fetches the image and adds it to your post. The exception: chat posts don't allow images.
