That's sort of a joke. I love his character, but I hate him. There's something to be said about righteous vengeance with Elhokar, and in a different time, against a different person, killing him could have been good for the people. But what killed Moash's grandparents wasn't the manipulated boy-king, it was those manipulators and the systems that let them do it. Elhokar was trying to be better, even if he sucked at it. In addition, this was a very dire time, and there's a war to exterminate or enslave humans. Not a great time to dismantle human government. As for Teft, well, he was mentally manipulated by a god, but he did make the choice. Much like Dalinar and the Thrill. Also, Moash decided to fight for the side of the god of hate, that one's pretty obvious.
Mildly related, this reread, I felt like Adolin killing Sadeas in that scene was supposed to make me feel bad, like it was a morally bad move. I don't. Besides Adolin being perfect and unable to do wrong, that guy was literally going to try to kill Dalinar again. I'd prefer stripping his power, or imprisonment if that wouldn't work, but that's the solution we got. Something needed to happen.
Anyway, Odium has a point that without cost, people really would do what was right naturally. Generally, and not without a community of help for judicial stuff, but people want to help and build, mostly.

I haven't really thought through this idea, but as Moash says Elhokar would have never seen justice, I thought about the decisions power must make. A truly good king, or anyone down to a military officer, would make every choice they can in order to do right. However, sometimes you make a bad call. People can get killed from that. But, do we have the right to prosecute bad calls? People died, yes, but not for lack of trying. Failure happens. Can we prosecute every failure, even in those who otherwise do excellent?
Even right after that, Odium says Moash can decide who is punished or rewarded. I think he's lying anyway, but that's way too much power in one guy. One guy isn't gonna make the right decision every time. And they'll have biases and perspectives and everything. Moash would make a mistake, and someone innocent would die, especially on the timescale Odium promises. Should he be killed as Elhokar was? (Also, he has already killed innocents in his path)
