it’s spoiler territory but there were a couple of names from people who worked on ME 1-3 and I just know I’m going to break down sobbing whenever I find them :P even if they’re not in their old characters, I still get way too attached to VAs.

You drop the artist a line, tell them what you want to some level of detail, they tell you how much that'll cost, you either agree, or maybe send a different idea that might be cheaper, they agree to the commission, you pay them, they give you occasional updates, letting you approve or disapprove along the way, then they deliver the finished product
