Well... from here I saw the rest of the episode, not gonna lie... and yeah... the tape was a way to trap Tulip in her own memories and the number IS something that responds to Tulip’s emotional responses...

I sadly inform myself that Kate’s pseudonim of Miss Concat is no more, yest she IS a scammer... but there IS truth in her words apparently... or just wants to keep Tulip away from the Engine? or ... One-One? (and since he is attached to Tulip, well...)

Nevertheless she gives credence to the train trying to “help” Tulip in her mental state by Tulip releasing emotional revelations on herself... but after all that...
