The Authority 13 was published with a cover date of May 2000. The issue was the first with the new creative team of Mark Millar and Frank Quietly. The pair created Jacob Krigstein (based on Jack Kirby) and the Americans (The Commander, Titan, Hornet, Tank Man, and Storm-God). The issue had many real world cameos including President Bill Clinton, Steven Spielberg, Kate Capshaw, Da Ali G (Sasha Baron Cohen), Patrick Stewart, and Spike Lee.
