We rewatched S3E1, and:
1) They're desperately in need of men. They said there's no one else. They used Meres as replacement in pilot and S1, and he survived S2 very well, but he is not available I suppose. (Cross is very very green from the way they described)
2) We know Meres got asked back for a temporary job during the 5 months Callan was on bed, I think he left not long after Callan was hurt.
Then conclusions:
1) They probably reached the conclusion that Meres will never come back anymore. He only did that temporary job in Genoa bc they were desperate.
2) I headcanon that probably Callan's success rekindled his passion, which he couldn't tell that's fixation or competitiveness.
Additional note: Cross is a brat, too. But Meres is charming first ruthless later, Cross is really brash, I think the way he's written is 100% intentional (to distinguish between Meres' feigned charm and Cross' greenness)
