Question re: howling mine and alms collector - HM says that at the beginning of your draw step, draw a card. Then (presumably) once that resolves, your actual drawing-a-card part of the draw step happens. Functionally, is there a difference between this, and "drawing two cards"? Or does AC only trigger if an effect explicitly instructs an opponent to draw multiple cards at once? I guess I'm having difficulty differentiating between "draw 2 cards" and "draw a card and then another" - thanks!

When your draw step begins, you’ll draw a card for your turn and then draw another card when Howling Mine’s trigger resolves. Since these are two separate draws, Alms Collector doesn't apply its replacement effect here.

Alms Collector does apply to something like Divination because it's specifically instructing your opponent to draw multiple cards as a single action rather than two separate actions. Yes, your opponent is drawing two cards in both cases, but Alms Collector only cares about instructions to actually draw multiple cards in the same action.
