When Romney expressed doubts about Bush's candidacy, the speculation flowed.
"Romney said he first met Bush when they both served as governors and Bush led the Republican wing of the National Governors Association. 'He was distinguished as the person with in-depth understanding of education and Medicaid issues, which were major topics at the time,' Romney said. 'He solicited my views along with those of the other governors. He worked well with the Democrat governors, achieving consensus on a number of topics which were then presented to Washington. It was clear to me that Jeb was exceptionally smart, analytical, focused on solutions, and able to work cross-aisle.' ... 'If Jeb wins, everyone will say they were geniuses; if he loses, they will be pilloried,' Romney said. 'Welcome to the world of politics.'"
