I wouldn’t know if „consider“ is the right word… neither me nor my subconscious have ever considered shipping JolyJosu, that’s for sure. I do, however, think a platonic relationship between them would be very powerful (I haven’t really gotten to touch on it in my fics, much, but there’s at least one fic featuring Josuke and Jolyne bonding that I’m working on. But I’m working on like 12 fics so who knows when I’ll get around to finishing that one…)
Be it as friends or chaos siblings or Jolyne being like “so my immature great uncle is dating my dad and it’s super weird but he’s also kinda fun”, I think it’d be a hilarious dynamic to write and I’ve seen people do amazing things with it. Just not, well, romantically. I don’t see them like that, sry…
