The short answer is: no, neither Ratatouille nor Cars are based on folktales. As far as I know they’re both original concepts.

This is because they’re Pixar movies, not Disney movies. Pixar is a separate studio from Disney Animation- Disney just owns them both. Pixar’s directors/producers/etc have historically a really high amount of creative control compared to Disney’s, because everything Pixar has touched has turned to gold, and Disney doesn’t care what they do as long as a) they’re still making money and b) they’re ~family friendly~.
