The Com.of the whole Congress to whom was resolved the resolution and

upon the Declaration [underscored] respecting independence. 17

Resolved That these united colonies are and of rights

ought to be free and independant states;

that they are absolved from all allegiances

to the british crown and that all political

connection between them and the state of

great Britain is and ought to be totally

dissolved.
