I don’t know for sure but if I had to guess, it’s probably some combination of the historical friendship and contemporary positive relationship between Egypt and Russia/the USSR(there’s a monument to the Russian-Egyptian friendship in Aswan. #us lowkirkenuinely), relatively good weather all-year-round and an absence of deeply-embedded cultural russophobia. And maybe also the fact there are already established communities of Russians and Russian-Egyptians who live and work in Egypt, but the logic of that explanation might be a bit circular.
