this is 霞歌ルブ (Kasumiga Loop) !!! He was an UTAU voicebank made by ぴよこま (Piyokoma) from the early 2010s!! He shares a voicebank with his sister 霞歌リーズ (Kasumiga Leeds). His voice is achieved by messing around with the gender modifier.
