I don't know if this is intentional (and if it is, I'm just proving my ignorance), but it seems implied that the man who incites the riot is Rue's father.
I really hope this is the case, because if so, it's a great choice by the writers / director. We see the pain these kids are going through for the whole movie, but the suffering of their parents is just as important.
Katniss feels helpless because her every move seems to be dictated by the Capitol, but at least if she fights hard enough, she has a chance of surviving. But their parents? All they can do is sit and watch. They can't help, they can't make sponsors send help, they just have to sit and watch their children die alone and afraid.
So, given that, getting to see Rue's father lose all self-control and incite a riot is heartbreaking to watch, and it makes me root for him that much more.
