When Reddington is talking to Liz about Tom after she finds out the truth about him, he tells her how Tom had to try so hard to be a good person because that’s what she deserves. Fast forward a few seasons to Ressler being drugged and having his memories manipulated into almost murdering Laurel Hitchen. Liz makes a speech about how Ressler represents everything good about this country. Ressler is a genuinely good guy. He’s just more hard and stoic than Tom’s fake personality.
