Fandom Skinny Steve, as far as I can tell, is a shy, tragically ill waif (mind, him being chronically ill is never uses as anything other than a plot point - it's just angst or h/c fodder) who is a Sensitive Artist and needs A Big Strong Man to protect him from Big Mean Bullies. Big Manly Bucky makes him blush and pine and Big Manly Bucky is definitely the dominant personality in their relationship. Skinny Steve is too shy and tragically ill to exist without Bucky propping him up at every turn, it's amazing he doesn't shatter into a million pieces.
It's basically the worst possible misreading of his character and really gross because the entire fucking point of Steve is that he was EXACTLY THE PERSON HE IS AS CAPTAIN AMERICA before he had the body of a super soldier, THAT'S LITERALLY WHY HE WAS THE PERSON CHOSEN.
