I don't think this was ever directly specified anywhere, but given that Watanuki lives in the one apartment building in all of Clamp, and says he was raised by the landlady after his parents died, it was most likely Chitose Mihara, since we see her interact with Kobato in that same apartment complex, and those two series take place in the same world.
If so, I wonder why Clamp never gave Chitose and the not-Freya and not-Chii twins a cameo in xxxHolic (or did they get one and I missed it?) and whether Kobato and Watanuki ever interacted outside of two "Clamp in Wonderland EX" comics (which may or may not be canonical), because if not, I'd love some fanfics about it.
(also what happened to Icchan in this continuity or do I really not want to know because Clamp made it weird again - the twins mention "Papa" and imply he's still around but I haven't gotten very far in Kobato yet)
