Bucky entered the political realm not just in attempts to live an average life again, instead it was to keep tabs on Valentina, someone who has been known for her less than humane experiments and activities behind closed doors.

Val was also after something found by HYDRA, something that was somehow recovered by some mysterious man.

The object in question is a Cosmic Cube, something that could easily rewrite reality itself and cause complete chaos. Val sees it as an opportunity to climb the ranks in power even higher, and Bucky is watching her so he can prevent that.

Then the canon continuum goes on up till when they get to the penthouse. Where Val already has the Cube by making a deal with this mysterious man who had it in his possession, someone who’s left ambiguous, but Bucky already knows who this man is.

But before anyone can do anything, the Cube begins to transform, and take shape, sentience even. Amidst its confusion, it takes the form of a little girl, and chooses to call herself ‘Kobik’.

Then blah blah canon continuity continues but instead the fight ends with Kobik attacking The Sentry enough to send him away and she saves the thunderbolts.
