Who is this?

Cause for sure it's not Kormir

Yet for some reason in GW2 it's described as Kormir's statue

But i'm pondering, is there actually any npc who looks like that? Anyone similar? Anyone who would gain by portraying themself as the goddess of truth? Could any sort of theory be actually built around it?
