I went to Koshimizu, Hokkaido and rode a balloon. It was the best sunny weather whichi is ver rare in winter here so that we could see the mountain far away and drife ice coming to the shore. Ballon can be taken off in the no wind condition. If there is wind even like a hand fan, it can be cancelled because of the wind.
