Well, for starters, Krayla was born a Shuppet (ghost born children are extremely rare but happen sometimes) as a result, she skipped over looking like any living pokemon and went straight into looking like a ghost.Her dad just trained her earlier on in life than most kids so she evolved much earlier....6 year old puppet child.....
